Updated at 5 p.m. ET: Heavy rain storms dumping on central and north California Saturday night and Sunday knocked out power to thousands in San Francisco, Sacramento and elsewhere and caused moderate flooding in a number of communities.

The area, which had been saturated by?two major weather systems in the last five days, is expected to receive a short reprieve from the rain before another storm comes through on Tuesday evening, The Weather Channel reported.

The inundation has caused a number of mud and?rock slides, mostly during the period of heaviest rain, which then moved eastward across Fresno and Merced, Calif.

---

There were also reports of road flooding during and just after the heaviest rain, but that threat appeared to lessen as the rain moved into regions that haven't had as much recent rain. All flash flood warnings have expired.

The Truckee River, which wends its way from Lake Tahoe in California to Pyramid Lake in Nevada, 120 miles to the northeast, was rising more slowly than expected, and most flood predictions along the way were scaled back.

In Truckee, Calif., the river was expected to cause minor flooding Sunday afternoon and evening and moderate flooding east of Reno near Vista, Nev. as it crests at a predicted 18.7 feet.

The threat of flooding prompted officials in Truckee, a town of about 16,000, to set up an evacuation center.?

Just across the border in Nevada, a state of emergency was declared in Washoe County, including the cities of Reno and Sparks, due to the expected flooding.?In Reno, several?casinos announced cut-rate rooms to accommodate those displaced, while the?City of Sparks opened an evacuation center in a high school.

NBC's meteorologist Dylan Dreyer reports.

Minor flooding was also reported on the Napa River near St. Helena Calif., along the Navarro River near the town of Navarro, and on the Mad River near Arcata.?Moderate flooding was still predicted for elsewhere on the Navarro river and?parts of the Eel, Russian and Napa rivers.

The Napa River overwhelmed downtown Napa in 2005, flooding or destroying about 1,000 homes and forcing thousands of residents to leave the area.

There, residents worked to fill 700 bags with 10 tons of sand, city official Danny Lerma said.?

Eric Engles, with Carson City Public Works, clears a storm drain in Carson City, Nev, as a heavy, wet storm hits Northern Nevada on Sunday.

"When you see it happen, you always remember, and you say, 'I'm going to be better prepared,'" Lerma told KGO-TV. "And that's what they're doing right now."

The latest storm, which came ashore Saturday night, knocked out power for about 5,000 customers in the Sacramento. It was restored for all but 2,000 customers by 1 p.m. PT.?according to the Sacramento Municipal Utility District. Another?6,000 lost power in Santa Rosa, Sonoma County, and 8,000 in San Francisco, according to The Weather Channel.

The Napa River was expected to flood near St. Helena and Napa around noon on Sunday, while the Russian River was expected to flood near Guerneville early Monday morning.?

The Napa River overwhelmed downtown Napa in 2005, flooding or destroying about 1,000 homes and forcing thousands of residents to leave the area.

The Weather Channel's Chris Warren reports from California where residents are expecting a string of heavy storms.

Holiday cancellations
The weather prompted cancellations of holiday parades and tree lightings in Sparks and Truckee.?

Officials also warned people to be careful along beaches.?

A high surf advisory was issued by the Weather Service, with swells expected to be 14 to 16 feet along the Northern California coast.

In Southern California, high surf was predicted in Los Angeles, Orange and San Diego counties.?

The stormy weather may be behind a crash involving multiple cars on Interstate 280 outside of San Francisco on Saturday morning, as well as the death of a Pacific Gas & Electric worker in West Sacramento who died after his truck crashed into a traffic signal pole during the stormy weather Friday.?

Georgian investigators question former prime minister

TBILISI (Reuters) - Georgian investigators were questioning former prime minister Vano Merabishvili on Saturday in the latest of a string of legal cases brought against members of the ousted administration of President Mikheil Saakashvili.

The detentions of former state officials since billionaire Bidzina Ivanishvili's coalition defeated Saakashvili's long-ruling party in parliamentary elections in October has raised opposition complaints of a political witch-hunt.

More than 20 former officials, including a former interior minister and the army's acting chief of staff, have been arrested and charged with abuse of power, illegal confinement or illegally obtaining personal information.

The Interior Ministry said on Saturday it had opened an investigation against Merabishvili on suspicions that he had used a forged document and attempted an illicit crossing of the state border.

Merabishvili, now secretary general of Saakashvili's United National Movement, visited Armenia on Friday on a one-day trip as a member of an official delegation led by Saakashvili, who remains in the office of president until elections next year.

An employee of the presidential protocol service submitted a passport purporting to be Merabishvili's to border control staff at Tbilisi airport on departure.

Border control detected that the passport bore the name "Levan Maisuradze" but a photo of Merabishvili had been affixed to it, an interior ministry spokeswoman said.

"In order not to hamper or cause any problems to the visit of the state delegation, Vano Merabishvili was allowed to submit the real passport and therefore no immediate legal action was taken against him," she said.

"In connection with this case Vano Merabishvili will be summoned and questioned today."

Merabishvili said the case was fabricated.

"I understand that a new government wants to intimidate everyone, but what they say and do today is beyond all limits," Merabishvili told journalists.

The West has urged Georgia's new government to avoid selective justice and political persecution against political opponents in the ex-Soviet republic, the pivot of geopolitical rivalry between the West and Russia.

European and U.S. diplomats have called for cooperation between Ivanishvili and Saakashvili, who came to power in the peaceful 2003 Rose Revolution.

MANKATO, Minn. (AP) ? A Minnesota college football coach said he wants to return to work now that a judge has dismissed prosecutors' claims that video he took of his children playing after a bath amounted to pornography.

A judge sided with Todd Hoffner, head coach at Minnesota State-Mankato, by throwing out the child porn charges against him on Friday. The judge said the cellphone video was nothing more than children playfully dancing naked after a bath.

"I'm just so thankful to be waking up from this nightmare," Hoffner said after the ruling, which came more than three months after the coach was escorted off a practice field and later arrested.

Now, Hoffner said, he wants to get back on the sideline. But it's unclear when that may happen.

Hoffner remains on administrative leave and won't be on the field Saturday when his undefeated Mavericks host Missouri Western in the Division II quarterfinals.

The university said he would remain on leave until its own investigation was complete, and school spokesman Don Benson said he had no timetable as to when that might happen.

Hoffner's attorney, Jim Fleming, said he believes that university officials "know everything they need to know."

Hoffner was charged after a school employee found the video on his university-issued cellphone and notified authorities. Hoffner had taken his problematic phone to work to be checked out.

Hoffner testified earlier that his three young children asked him to videotape a skit they had concocted after taking a bubble bath. His wife has defended him, as have supporters who even held candlelight vigils on his behalf.

A search of his home computer found no evidence of child porn, and social workers found no evidence that the couple's children had been abused. Hoffner said he had never even watched the video.

In her 24-page ruling Friday, Blue Earth County District Judge Krista Jass said she didn't find any evidence that the videos amounted to pornography.

"The videos under consideration here contain nude images of Defendant's minor children dancing and acting playful after a bath. That is all they contain," Jass wrote.

Fleming singled out the assistant county prosecutor who brought the charges, Mike Hanson, saying he "essentially argued that this was child pornography because he knows it when he sees it."

But Hanson said his office was only trying to enforce a law enacted to protect children.

"No matter what the prosecutor does in a controversial case with a high-profile suspect, they will be criticized. We do not go looking for cases like this, they are brought to us," the prosecutor said in a statement.

Hoffner, 46, of Eagle Lake, had been charged with one count of using minors in a sexual performance or pornographic work and one count of possessing child pornography.

The circumstances of the case, close on the heels of the Penn State scandal involving sexually abused children and authority figures who didn't intervene, invited questions about whether the school overreacted.

Fleming said it was for "others to decide" whether the Penn State case played a part in how Hoffner's case was handled.

"In light of all that's happened, it would be hard for me to say it wasn't at least a factor," the defense attorney said.

This was Hoffner's fifth year as head football coach at the school, where he had a 34-13 record. He led the Mavericks to the playoffs in 2008 and 2009, and a share of the Northern Sun Intercollegiate Conference title in 2011. He was named NSIC coach of the year in 2009.

Word of the case's dismissal was starting to spread Friday night on campus the school of about 15,000 students that's among the state's largest universities. Sam Moyer, a senior from the Rochester area, said the charges were not a frequent topic of discussion among students.

Still, he said, "I know quite a few people who thought this was just him making family memories ? not a sexual act ... It's such a big conclusion to jump to, that he was some sexual predator. That ruins someone's life."
