Don't Let Auto Dealer Markups Take You for a Ride | North Dallas ...

CARBy Charlene Crowell

The Consumer Financial Protection Bureau (CFPB) recently issued a warning to banks, finance companies and credit unions that these institutions will be held accountable for discrimination in auto lending. In announcing its intention to hold auto lenders accountable for illegal, discriminatory markups, CFPB also published a bulletin detailing ways lenders should incorporate practices designed to honor fair lending law

At the crux of CFPB?s concern is a practice known as ?dealer reserve? or ?dealer participation?. Both are synonyms for a markup on financing cost that is typically hidden from the consumer. The fact that consumers are unaware of the additional interest makes it difficult to negotiate prices fairly with full information. These fees add more cost to the consumer and more profit for the dealer.

For consumers, it?s an important action. Rather than waiting for discrimination to occur, CFPB?s oversight intends to stop biased pricing before it happens. It should also be welcome news for consumers with problematic credit. The potential buyers at the greatest risk are those who lack other financing options. Adding vehicle financing to an auto purchase enables dealers to raise the loan?s interest rate and keep some or all of the difference as commission. As a result, these consumers typically receive the worst deals.

Keep in mind that interest rate markups occur at the dealers? discretion and many times have no relation to actual credit risk. Financial exploitation is a form of discrimination.

The Dodd-Frank Financial Reform Act gave CFPB the authority to supervise more than 150 of the nation?s largest financial institutions, including those with $10 billion in assets. This supervision applies whether the lender is a bank, credit union or an affiliate. In 2012, 15.7 million auto loans contributed to $783 billion in consumer debt. Car notes are also the third largest source of household debts, after mortgages and student loans.

It is also yet another sign that discriminatory actions will persist in the absence of strict enforcement. Just as HUD oversees the Fair Housing Act, communities of color are legally protected from discriminatory practices through the Equal Credit Opportunity Act (ECOA). ECOA makes it illegal for a creditor to discriminate in any aspect of a credit transaction on bases including race, color, religion, national origin, gender, marital status or age.

Despite these laws, some lenders continue to ignore the spirit, if not the letter of the law. Research by the Center for Responsible Lending (CRL) released in 2011 found that discriminatory auto lending pricing was evident. A series of class-action lawsuits challenged how African-Americans and Latinos disproportionately received interest rate markups more frequently and to a greater degree than their similarly-situated white counterparts.

CRL also found that consumers pay over $25.8 billion in interest rate markups over the lives of their loans. Beyond higher mark-ups, poor credit ratings can lock consumers into finance rates so high that repossessions become the norm, rather than the exception.

Through an analysis of 25 auto finance companies that together accounted for 1.7 million vehicle finance accounts by the end of 2009, CRL discovered that although vehicle sales declined by 20 percent from 2007 to 2009, the total markup volume during this same period grew 24 percent from $20.8 billion in 2007.

Now, thanks to the CFPB?s watchdog role if or when financial violations occur, dealers are assured that swift enforcement will be taken.

Further, it just makes sense for consumers to shop for the best auto lending rates, just as consumers are encouraged to shop for the best mortgage rate for a home. Most importantly, consumers should be keenly aware that the convenience of buying and financing a vehicle from a dealer will likely be more costly than if financing and sales were handled separately.

Shopping for financing first enables consumers to learn their credit scores, current competitive rates on loans and how much of a loan is affordable in comparison to their other expenses and debts. Deciding up front the household comfort zone for new debt and how long it should last, would lead to loans that are better managed and affordable.

CRL salutes the CFPB for exercising their power to ensure that the marketplace is fair for all consumers. Just as the historic Brown v. Board of Education decision held that in education, separate was inherently unequal, the same can be said of lending: let it be equal.

FEMA OKs aid for Texas plant blast

The Obama administration has issued a disaster declaration for the Texas town hit by fertilizer plant blasts in April.

The Federal Emergency Management Agency announced Friday aid for the area affected by the tragedy in the town of West.

Federal funding will supplement state and local recovery efforts "for emergency work and the repair or replacement of facilities damaged by the explosion in McLennan County," FEMA said.

The April 17 fire led to simultaneous blasts at a fertilizer distribution facility, killing 15 and decimating homes, businesses and more within 37 blocks.

This decision came after FEMA in June told Gov. Rick Perry it was denying a request to declare the small town a "major disaster" area, a move sharply criticized by local and state officials.

The letter from FEMA spokesman Craig Fugate noted Obama had previously issued an emergency declaration and other measures that paved the way for some direct federal assistance.

"Based on our review of all of the information available, it has been determined that the remaining costs for permanent work is within the capabilities of the state and affected local governments," Fugate said at the time. "Accordingly, we have determined that a major disaster declaration is not necessary."

After the Friday announcement, Perry, who slammed the FEMA move two months ago, lauded a successful state appeal of the initial federal move.

"The approval of the state's appeal for a major disaster declaration is great and welcome news for the people of West," Perry said. "I appreciate everyone who joined me in standing with the people whose lives have been forever impacted to move this appeal forward, especially our congressional delegation."

Perry said the federal action and the state legislature's disaster relief funding "will help this community rebuild their infrastructure, school district and public works as quickly as possible."

Hooniverse Obscure Muscle Car Garage ? The Ford SVT F-150 Lightning

1999_ford_f-150_svt_lightning_2_dr_supercharged_standard_cab_stepside_sb-pic-7729378024451164794

Welcome to the Hooniverse Obscure Muscle Car Garage, a regular feature which aims to expand the notion of what a muscle car is, and to see if a truck can fit the definition of muscle car. Could a Pickup Truck be considered an Obscure Muscle Car, and if not, how would you classify a performance ?Pickup Truck?? I thought it was time to feature a set of trucks for all of you Ford guys. Let?s take a look at both generations of the Ford SVT F-150 Lightning, and see if they are Obscure Muscle.

1995_ford_f-150_svt_lightning_2_dr_std_standard_cab_sb-pic-6329129925623399930

The Ford Special Vehicle Team (SVT) was established in 1991 to ?Polish the Ford Oval,? a mission very similar to the reasons behind the company?s participation in motorsports. Ford created a small, passionate, cross-functional group of engineers, product planners, and marketing people all housed together under one roof with a common mission: to create vehicles specifically designed to meet the unique needs and desires of the knowledgeable driving enthusiast. The first two products offered by this enthusiast driven division were the SVT Mustang Cobra, and the SVT F150 Lightning.

800px-1993FordLightning

Ford introduced the SVT F-150 Lightning at the Chicago Auto Show in February of 1993. It was a model to showcase what the SVT Team could do with an everyday, workable, Pickup Truck. It was also an effort to compete in the performance truck market, with the Chevrolet Silverado 454SS and the GMC Syclone, both drawing a lot of press attention at that time. The Lightning shared its basic platform structure with the regular F-150, but custom modifications were made to many vehicle systems. The stock Lightning was capable of achieving 0.88 g lateral acceleration, yet it was a full-sized American pickup truck with almost all the hauling and trailering capabilities of the parent F-Series. A 351 Cu In (5.8 L) Windsor V8 producing 240 hp and 340 ft?lbf of torque replaced the standard F-150 engine. The engine was based on an existing block, but Ford engineers fitted it with high flow rate ?GT40? heads to increase response, output and durability.

1993_Ford_F-150_Lightning

An upgraded Ford E40D automatic transmission equipped with an aluminum driveshaft was standard and the only available transmission. 4.10:1 ratio rear gears, special 17? aluminum wheels with Firestone tires, unique Lightning badging, a custom front air dam with integrated fog lights, a 120 mph speedometer and unique under hood treatments including a special ?Lightning? intake manifold casting all differentiated the Lightning from normal F-150s. Bucket seats with adjustable side bolsters and lumbar supports were part of the package. Suspension modifications made the truck stiffer and more responsive, and provided a 1 in front and 2.5 in rear drop in ride height, lowering the vehicle?s center of gravity and improving handling.

The 1993 Lightning received more than 150 favorable articles in America?s newspapers, magazines, and television outlets, and helped Ford regain leadership in the all-important personal-use truck market. Three-time World Champion driver Jackie Stewart was highly involved in fine-tuning of the Lightning?s handling prowess, and Mr. Stewart finally announced to the motor press, ?I love the Lightning!?

P1010052

The 1993 Lightning had an incredible 23 product ?firsts? or pilot applications, including the first true dual exhaust on an F-Series, the first bucket seats in an F-Series, the first 17? wheels and tires, and the first use of synthetic lubricant in Ford truck rear axles. 1994 saw the addition of a new color to the SVT Lightning palette, White. The only other colors offered were a bright Red, and Black. Production of the first generation F-150 Lightning wound down after only 3 years of production, and with only a little over 11,500 produced.

Ford resurrected the Lightning in 1999, after a five year hiatus. With its new F-Series body the Lightning now came equipped with a SOHC 5.4L Triton V8 and an Eaton supercharger helping pump out an astounding 120 more horsepower than the previous generation. The Lightning?s 360 horsepower and 440 ft-lbs. of torque made it the fastest production truck in the world doing 0-60 mph in 6.2 seconds. The twin short-and-long-arm suspension was lowered 1/2-inch up front and the solid axle, five leaf-spring rear suspension lowered 2-inches over the standard truck?s three-leaf units. Behind the engine sat the 4R100 automatic transmission which connected to a rear end housing 3.55:1 rear gears. The Lightning featured specialized 18? wheels mounted with Goodyear Eagle F1 295/45ZR-18 tires.

Ford-F150-SVT-Lightning

In the 2001 Model Year, the engine design was slightly altered to produce 380 horsepower @ 4,750 rpm and 450 ft?lbf of torque @ 3,250 rpm. At the other end of the drivetrain, the final drive ratio was shortened to 3.73:1 in 2001. The specially developed 295/45ZR-18 Goodyear Eagle F1-GS unidirectional tires were upgraded, improving the tires? gripping capability. With these engine and drivetrain revisions, Car and Driver magazine drove a lightning from zero to 60 mph in 5.2 seconds. For 2003, the Lightning?s cargo capacity was raised from 800 lb. to 1,350 lb.

2001_ford_f-150_svt_lightning_2_dr_supercharged_standard_cab_stepside_sb-pic-64630

Also for 2001, the Lightning adds brand new Bilstein monotube shocks with better dampening than the tubular, gas-charged shocks found previous years. The rest of the suspension and chassis remains unchanged. The Lightning hugs the road like Lycra on a Sports Illustrated swimsuit model. When combined with the limited-slip differential in the rear and those specially formulated Goodyear Eagle tires, the Lightning exhibits the best handling found in a pickup truck not sporting all-wheel drive.

FordLightningSVT001

The second generation Lightning was initially offered in just Bright Red, Black, and White paint colors. The 2000 Model Year brought the addition of the Silver color to the lineup. In 2002, True Blue, a very dark blue, was offered, but replaced with a lighter Sonic Blue in 2003. The 2003 Model Year also saw the introduction of the Dark Shadow Grey color. These trucks were in production for 6 seasons, with a production run of over 28,000 units. These trucks were manufactured at Ford?s Ontario Truck Facility in Oakville, Ontario until its closure.

2003-Ford-SVT-F-150-Lightning-rear

There you have it, a limited edition truck, built in two distinct generations. There is a question if the Dodge and the Chevy performance trucks would make great additions to the Garage, but let?s start with these Fords. Is the first generation SVT Lightning really any different than a standard Ford F-150? Is the second generation just trying too hard (with its Supercharged V8), and are these Muscle Trucks really that obscure? Let me know.

30 percent of Iraq, Afghanistan veterans have mulled suicide: survey

By Bill Briggs, NBC News contributor

Nearly one third of Iraq and Afghanistan veterans have contemplated suicide, according to survey results?released Wednesday, underscoring the dark depths of a mental-health crisis that has gripped the U.S. military and the American veteran community in recent years.?

In addition, 45 percent of the 4,000-plus survey respondents said they know of an Iraq or Afghanistan veteran who has attempted suicide, reports the group behind the poll, Iraq and Afghanistan Veterans of America (IAVA) ? the largest advocacy organization for men and women who served in the wars, representing about younger 170,000 veterans. Some 2.2 million Americans have been deployed to those countries. ?

"That 30 percent have considered suicide is a high number. But what I look at from the survey is: We have 43 percent of the respondents saying that they are not seeking mental-health care because of a perceived negative impact to their career," said?Jason Hansman, an Iraq veteran and now senior program manager for health at IAVA. ?

"Also, 80 percent of the?respondents?say they don't think the veterans are getting the care that they need. That speaks to the collective mental health of this community," Hansman added.?

Two of the most common post-war themes haunting Iraq and Afghanistan veterans include the massive disability-benefits backlog within the U.S. Department of Veterans Affairs ? the entity designated to handle their health care ? and the estimated?20 percent?of those veterans who are struggling with symptoms of Post Traumatic Stress Disorder.?

The Army, the branch with the largest portion of combat troops, reported July 18 that 134 soldiers ? including active-duty members, reserves and those in the National Guard ? had committed "potential" suicide through the end of May. (Some of those deaths remain under investigation and await official designation).

More stunning: The Army's suicide pace far outstrips the number of American troops killed in Afghanistan (52) through May: according to iCasualties.org, which tracks deaths in that war.

What's equally troubling to suicide-prevention experts is the high rate veterans who have mulled suicide while skipping treatment due to stigma, career fears or VA frustrations.?

"That number (30 percent) is higher than we should ever tolerate," said Alan L. Berman, executive director of the American Association of Suicidology (AAS). The organization strives to better understand and prevent suicide.

"As a society, we have to be concerned and it demands a response that is geared toward doing all possible to prevent thoughts from turning into action," Berman said.?

By contrast, 3.3 percent of the U.S. population over the age of 18 has considered suicide during the past 12 months, and 13.5 percent of American adults has weighed the option of killing themselves during their lifetime, according to two AAS studies that each involved about 5,000 participants. (Berman cautioned that comparing the suicide-ideation rate among veterans with that of the general population is tricky math given that most people who served in the recent wars tend to be under age 40 and suicide rates are higher among younger people).?

The good news, however, is that those 30 percent of veterans who acknowledged contemplating suicide are still alive, Hansman said.?

"Certainly, there's something stopping them from taking their life. That's due to education that organizations like IAVA are doing, and the education that the VA is doing to (promote) the veteran crisis hotline, where the number of calls has risen year-over-year and month-over-month," Hansman added.?

Still, only 37 percent of the ex-service members polled said they would call the VA's veteran crisis line ? 800-273-TALK (8255) ? if they were feeling suicidal.

"They don't want to say they're suicidal to a government hotline. Now, we know how that hotline runs. We trust it completely (in terms of) keeping veteran information confidential, how it will not get back into their service record or hurt their career," Hansman said. ?"But there is still that anxiety around talking to the VA or talking to the DOD about your issues."

Inside the military, there's also an old stigma that seeking mental-health help is a sign of weakness ? a sentiment both the VA and Pentagon are working to shatter.?

"It's not overt. Your commander is not telling you: 'Don't go to mental health (services) because you're going to hurt your career.' It's just something that gets passed down (from other troops)," Hansman said. "Everyone carries around a horror story, whether it's true or not, about a guy or girl they know that sought mental health help and their career was over.

"It's entrenched in the military but it's something that can be changed," he added. "Stigma can be overcome. It's going to take a lot of work. But I think we, as a nation, should be up to the task."

Gay couples rush to wed under new Minn. law

MINNEAPOLIS (AP) ? Dozens of gay couples began tying the knot early Thursday morning at Minneapolis City Hall as Minnesota became the latest state to legalize same-sex marriage.

"I didn't expect to cry quite that hard," said a beaming Cathy ten Broeke, who with Margaret Miles was the first gay couple to be wed at City Hall.

After Miles and ten Broeke exchanged vows and rings just before midnight Wednesday, Minneapolis Mayor R.T. Rybak had musicians kill a few minutes until the clock struck 12:01 a.m. Thursday, when the law went into effect.

Then the attending crowd burst into applause as Rybak pronounced Miles and ten Broeke married. The couple stood nearby embracing their 5-year-old son, Louie.

"We do," all three said to more cheers as they promised to be a family.

Forty-two couples were expected to be married by Rybak and several Hennepin County judges in the hours before dawn.

Weddings were scheduled to start at the stroke of midnight at Minneapolis City Hall, St. Paul's Como Park, Mall of America's Chapel of Love and at county courthouses around the state. One group planned a cluster of weddings in a Duluth tavern.

"I don't think either of us ever thought we'd see this day," said Mike Bolin, of the Minneapolis suburb of Richfield, who was marrying Jay Resch, his partner of six years, at Minneapolis City Hall. "We met at low points in both of our lives, and to have arrived at this point ? there's going to be a lot of tears."

Rhode Island was joining Minnesota on Thursday in becoming the 12th and 13th U.S. states to allow gay marriage, along with the District of Columbia. The national gay rights group Freedom to Marry estimates that about 30 percent of the U.S. population now lives in places where gay marriage is legal. The first gay weddings in Rhode Island were planned for later Thursday morning.

In Minnesota, budget officials estimated that about 5,000 gay couples would marry in the first year. Its enactment capped a fast turnabout on the issue in just over two years. After voters rejected a constitutional ban on gay marriage last fall, the state Legislature this spring moved to make it legal.

Rhode Island becomes the last New England state to allow same-sex marriage. Lawmakers in the heavily Catholic state passed the marriage law this spring, after more than 16 years of efforts by same-sex marriage supporters. Both Minnesota and Rhode Island will automatically recognize marriages performed in other states.

Bolin and Resch celebrated Wednesday night with several hundred others at Wilde Roast Cafe along the Mississippi River north of downtown Minneapolis. Many at the event planned to walk to City Hall for the mass nuptials.

Dayton proclaimed Aug. 1 to be "Freedom to Marry Day" in Minnesota.

Golden Valley-based General Mills Inc. donated Betty Crocker cakes for the event, which was also to feature performances by local musicians and services donated by wedding photographers, florists and other businesses.

Weddings were not limited to the Twin Cities. In St. Cloud, Stearns County court administrator Tim Roberts planned to marry a couple at 12:01 a.m. at the courthouse. "It feels historic. It's an honor to be a part of it," Roberts said. Midnight weddings were also planned for courthouses in Clay County, Polk County and elsewhere.

At Mall of America, Holli Bartelt and Amy Petrich from the southeastern Minnesota town of Wykoff were set to become the first couple married at the Chapel of Love. Owner Felicia Glass-Wilcox said she hoped to start the ceremony a few minutes early, so the vows could be pronounced seconds after midnight.

"We'd like for them to be able to say they are the very first married in the state, but for sure they'll be able to say they're one of the first," Glass-Wilcox said. She said the chapel had four more gay couples booked for weddings in the next five days.

Bartelt, 33, proposed to Petrich, 37, in April in a photo booth at the Bloomington mall. It was a few weeks before the Legislature approved the law, but Bartelt said she was confident by then that it would pass. She had been in contact with a mall employee about the proposal, who later suggested the couple could be first to get married at the chapel.

Bartelt, a health coach, planned to wear an ivory-colored dress, while Petrich, a baker for Mayo Clinic, was wearing an ivory suit. A group of about 50 family members and close friends were planning to join them, including Bartelt's 10-year-old son and 9-year-old daughter.

"Everybody deserves the right to be happy," said Bartelt. "That's really what it's all about. It's a big day for us, and a big day for Minnesota, and something I hope my kids look back on some day and say, 'Wow, we got to be part of that.'"

Nigeria opposition coalition cleared to run in poll

ABUJA (Reuters) - Nigeria's electoral commission has approved the merger of three main opposition parties into a bloc that could pose the most credible threat yet to the long-ruling party of President Goodluck Jonathan.

Since nearly three decades of military dictatorship ended in 1999, the People's Democratic Party (PDP) has ruled more or less unchallenged, winning every presidential poll.

But recent internal wrangling has weakened it, and the coalition of the Action Congress of Nigeria (ACN), All Nigeria People's Party (ANPP) and Congress of Progressive Change (CPC) is better funded and organized than any previous opponent.

"The Independent National Electoral Commission has approved the application by three political parties -- the ACN, ANPP and CPC -- to merge into one, to be known as the All Progressive Congress," the commission said in a statement.

A fourth party, the APGA, was also supposed to join to coalition, but it has yet to submit an application.

The PDP controls around two thirds of Nigeria's states and has a majority in both houses of the national assembly. But it is deeply divided over Jonathan's assumed intention to run for office again in 2015, a debate which has dominated politics at the expense of urgently needed economic reforms.

More than half of Nigeria's governors and a number of lawmakers are in revolt against Jonathan over the issue, especially northerners who felt that his running in 2011 violated an unwritten agreement to rotate power between the largely Muslim north and mostly Christian south every two terms.

Analysts say it remains to be seen whether the opposition coalition -- largely a patchwork of competing interests from the north and the predominantly ethnic Yoruba southwest around the commercial hub of Lagos -- can hold together.

Its two main figures -- former northern military ruler Mohammadu Buhari and former Lagos state governor Bola Tinubu -- are both powerful personalities on either side of the north-south divide. They will have to agree on a candidate for the 2015 presidential poll.

Most analysts expect a Muslim northern candidate to emerge with a southern Christian running mate for vice president.

The more closely fought an election in Africa's leading energy producer, the more violent it could be, analysts say.

Previous elections have been marred by violence, especially in constituencies that were hotly contested. More than 500 people were killed in post-election rioting in April 2011, after youths in northern towns erupted into protest over Jonathan's victory.

iPhone 4 vs Galaxy S4 mini vs S2 Plus reboot speed debate

Samsung Galaxy S4 Mini vs. iPhone 4 iOS 7

The iOS 7 Beta 4 release date has not yet been announced but we did say earlier it is more than likely going to be on Monday 29th around 10am PDT. Anyway, iOS 7 Beta 3 is already on the iPhone and below we have two videos testing the speeds of the iPhone 4, Galaxy S4 Mini and S2 Plus.

The first video contains Samsung Galaxy S4 Mini vs. iPhone 4 iOS 7, and the second tests the Samsung Galaxy S4 Mini vs. Galaxy S2 Plus, which one will be the fastest?

Reviewer adrianisen shuts down the Samsung Galaxy S4 Mini with Android 4.2.2 Jelly Bean and the iPhone 4 running iOS 7 Beta 3, but when the smartphones are turned back on we noticed the Apple logo showed up quicker than Samsungs but the S4 mini boots up quicker than the iPhone 4 showing the homescreen. We here at Phones Review would like to point out that the S4 mini is a new smartphone released in July 2013 and the iPhone 4 came out way back on June 2010, is it really fair to do speeds tests on these two handsets?

Samsung Galaxy S4 Mini vs. Samsung Galaxy S2 Plus

It is a little strange how someone would pit two smartphones together when they were released 3 years apart, the S4 mini has a faster CPU at 1.7 GHz and the iPhone only has a 1 GHz. Overall outcome: Yes the Galaxy S4 mini is a lot faster but it is a smartphone that is 3 years newer than the iPhone 4, the mini has a faster processor and iOS beta 3 is not as stable as Android 4.2.2, its called beta for a reason.

Next up is the Samsung Galaxy S4 Mini vs Galaxy S2 Plus speed test, S4 mini was released in July and the S2 Plus came out in February. The S2 Plus has a 1.2 GHz processer running Android 4.1.2 Jelly Bean. This was rather interesting when the two devices were rebooted, the S2 Plus started up quicker than the S4 mini. It was only a few seconds but to see an older phone and we know there?s only a few months between release dates was very interesting.

Do you think these phones should have been pitted against each other in the reboot speed tests? Please watch the two videos below and then pass your own judgements in the comments, thanks and have a good weekend.
