Jailed Kurdish rebel leader proposes peace plan
ANKARA, Turkey (AP) ? The imprisoned leader of Kurdish rebels has outlined a peace plan in which his fighters would declare a cease-fire by March and lay down arms and begin retreating from Turkey in the summer, officials said Wednesday.
Turkey's government said in December that it is engaged in talks with Abdullah Ocalan, who has been held in a prison island off Istanbul since 1999, with the aim of convincing his autonomy-seeking rebel group to disarm and end the 28-year-old conflict that has killed tens of thousands of people since 1984.
Deputy Prime Minister Bulent Arinc told private NTV television in an interview that Ocalan had sent letters to a Kurdish political party and rebel commanders calling on the fighters to halt attacks as of the March 21 spring festival of Nowruz, which is celebrated by Kurds and is usually the scene of violent clashes between Kurds and Turkish security forces. Ocalan also wants his Kurdistan Workers' Party, or PKK, to lay down arms around July and August and start withdrawing from Turkey, Arinc said.
Kurdish legislator Nazmi Gur confirmed to The Associated Press that the Kurdish party had received a 20-page letter from Ocalan outlining his proposals for peace, but did not disclose any of the details.
"It's his draft peace proposal," Gur said. "The ultimate version will take shape after input and proposals from the (Kurdish) party and others involved."
Turkish officials have not revealed details of their talks with Ocalan, but said they were aiming for a deal that would include the declaration of a cease-fire and thousands of rebels' withdrawal from Turkish territory to bases they hold in northern Iraq. Prime Minister Recep Tayyip Erdogan has said the rebels would not be attacked while retreating from Turkey.
Sabah newspaper and other media said Ocalan's proposal foresees the PKK fighters' withdrawal from Turkey by Aug. 15, when the group marks the anniversary of the start of its armed struggle in 1984.
In return, Ocalan "expects" Turkey to release hundreds of Kurdish activists from prisons, ensure that Kurdish rights are safeguarded in a new constitution and grant more powers to local administrations, the newspaper said. The plan does not envision autonomy or a federation for Kurds, it said.
Sabah also said Ocalan had asked Turkey's legal Kurdish party, the Peace and Democracy Party, and the PKK to respond to his letter within two weeks.
"This is a historic process," Gur, the Kurdish legislator said, adding that there was widespread support by Kurds for peace.
He said however, that Kurds, who make up around 20 percent of Turkey's population of about 75 million, would be watching closely to see if Turkey carries out reforms.
Turkey is expected to amend its legislation in a way that would no longer make it a crime to publicly praise Kurdish rebels, which could lead to Kurdish activists' release from prison. Political parties are also working to draft a new constitution, which Kurds hope will improve minority rights.
"We are still at the start of a very difficult process," Arinc said. "We must not be dreamers, but we must remain hopeful."
Erdogan said late Tuesday his government was determined to end the conflict with the PKK, saying he "would drink poison" if needed to achieve peace.
But officials have also said Turkey has no intention of halting its military drive until the rebels lay down arms and Firat news, a website close to the rebels, said Turkish jets had pounded some suspected Kurdish rebel targets in a cross-border raid in northern Iraq late Tuesday. There was no official confirmation of the raid.
The PKK is designated a terrorist organization by the U.S. and the European Union.
In November, hundreds of Kurdish prisoners linked to the PKK heeded a call from Ocalan and abandoned a hunger strike pressing for greater Kurdish rights and improved prison conditions for the rebel leader. The incident demonstrated Ocalan still holds sway over the rebels even after 13 years of being in prison.
In a brief message conveyed by a group of Kurdish legislators who were allowed to visit Ocalan last week, Ocalan suggested that the PKK could release some government officials and soldiers it has captured.
But rebel leader Duran Kalkan was quoted by Firat news as saying that such a step would only be possible if "the democratic process advances" and there is a "softening of the atmosphere."
Arinc said: "I believe the (captive soldiers and officials) could be returned to their families, but this is not a matter that can be used for bargaining."

Jeopardy! Hosts 'A Binder Full of Women' Category
I'll take "A Binder Full of Women" for $500, Alex.
That was the actual category on the Jeopardy! board on Monday evening as the game show resurrected one of the most memorable meme's of the 2012 election cycle: Republican Presidential nominee, Mitt Romney's comment made during the presidential debate against President Barack Obama at Hofstra University.
Romney's inadvertently funny description came in response to a question from the audience in the townhall style debate at Hofstra about pay equity for women.
The candidate was explaining that as the governor of Massachusetts searching for qualified women to fill cabinet posts, women's groups brought him "binders full of women" who were good candidates.
"And I said, 'Well, gosh, can't we - can't we find some - some women that are also qualified?" Romney said. "I went to a number of women's groups and said, 'Can you help us find folks,' and they brought us whole binders full of women."

"A Binder Full of Women" category was placed last on the board and prompted cheers from the audience when it was presented by the show's host, Alec Trebek.

Home Depot (HD) is powering higher today after reporting better than expected fourth quarter earnings results. In addition to the strong bottom line Home Depot raised guidance, increased its dividend by 34%, and announced a $17 billion share buyback plan. The news came on the heels of decent results from competitor Lowe's (LOW), which disappointed on margins yesterday and continues to struggle with a turnaround.
Lowe's woes aside, the home improvement business clearly isn't suffering. Simon Baker of Baker Ave Asset Management says the industry has been improving for the last 6 or 7 quarters. "What it's telling you is that the recovery is still very much intact," he states in the attached video.
Between Lowe's and Home Depot the plucky Englishman prefers to shop at the former, but invest in the latter. "Lowe's a little bit tired," he says, quickly adding some dating advice as a brief aside. "In terms of the financials of it Home Depot looks like a better place to go."
Baker is still slightly circumspect on the home building stocks and worried about the consumer in general. In his view the economy isn't strong enough to justify the explosive rally in the home building sector. The way to play ongoing improvement in the economy is via the king of housing supplies -Home Depot- and maybe even a taste of Wells Fargo (WFC) as a way to profit from mortgage generation.

Pippa Middleton to write cookery column for UK supermarket
LONDON (Reuters) - Pippa Middleton, the sister of the Duchess of Cambridge, is to give cooking tips to the masses in a new column for British supermarket chain Waitrose.
Middleton, 29, will write a column for the upmarket chain's monthly magazine, Waitrose Kitchen, called "Pippa's Friday Night Feasts".
Her foray into kitchen advice comes after she released a book called "Celebrate" last year, which was a guide to entertaining through the year and built on the experience she gained working for her family's party-planning business.
The book by the sister of Britain's future queen was both praised and pilloried in equal measure but did not sell well and was quickly discounted in book stores.
William Sitwell, editor of Waitrose Kitchen, said readers would enjoy Middleton's relaxed and easy entertaining ideas.
"Pippa will be an excellent contributor to the magazine, bringing with her a wealth of experience of entertaining, gained in part from working at her family's party business," he said in a statement.
Her first column will appear in the magazine's April issue and will feature casual dining ideas and recipes.
Middleton said her column would be an "exciting opportunity to share my own passion and enthusiasm for food and entertaining and I can't wait to get started".

South Dakota legislator calls MMA ?Child porn of sports,? while governor says it?s too violent
A bill to create an athletic commission in South Dakota is going nowhere fast, largely thanks to the ignorance of Gov. Dennis Daugaard and state house Rep. Steve Hickey.
Their primary objective is to ban sanctioned mixed martial arts in the state. In a blog post, Hickey writes that, "MMA Cage Fighting is the child porn of sports."
The lack of knowledge and the lack of research both Daugaard and Hickey showed about MMA has to be frightening for persons who live in South Dakota. If they can't be bothered to do the minimal research required to learn that MMA is far safer than other "mainstream" sports, including football, it's scary to think about the laws they'll pass in the state regarding education, health care and budgets.
The UFC is the largest MMA promoter in the world. No fighter has ever suffered traumatic brain injury, let alone died, in the UFC's 20-year history. A 2006 study done by researchers at Johns Hopkins University and which appeared in the Journal of Sports Science and Medicine found MMA has far less traumatic brain injury than other sports.
Mixed Martial Arts competitions have changed dramatically since the first Ultimate Fighting Championship in 1993. The overall injury rate in MMA competitions is now similar to other combat sports, including boxing. Knockout rates are lower in MMA competitions than in boxing. This suggests a reduced risk of TBI [traumatic brain injury] in MMA competitions when compared to other events involving striking.
MMA events must continue to be properly supervised by trained referees and ringside physicians, and the rules implemented by state sanctioning?including weight classes, limited rounds per match, proper safety gear, and banning of the most devastating attacks? must be strictly enforced. Further research is necessary to continue to improve safety in this developing new sport.
A 2008 study released by the British Journal of Sports Medicine reached the same conclusions. After a five-year study, its authors wrote:
Injury rates in regulated professional MMA competition are similar to other combat sports; the overall risk of critical sports-related injury appears low. Additional study is warranted to achieve a better understanding of injury trends and ways to further lower injury risk in MMA.
The simple fact is that a random NFL player is at far greater risk of a serious brain injury than is a random MMA fighter. Sadly, neither Gov. Daugaard nor Rep. Hickey bothered to do much investigation or educate themselves before speaking out.
South Dakota state house Rep. Mark Johnston introduced a bill to create an athletic commission in the state for the express purpose of making the sport safer. According to the Argus Leader, Johnston said his goal is to prevent unregulated events where tragedies could possibly occur.
A state athletic commission's job is, at the core, to protect the fighters. It makes sure the proposed matches are fair and that promoters have doctors and an ambulance at all events. The commissions also require qualified referees, who stop fights when one fighter is in danger. It also requires fighters to undergo extensive medical examinations before fighting to make certain they are fit to compete. States such as Nevada, California and New York, with strong commissions, have discovered injuries fighters didn't know they had and prevented them from competing. That wouldn't be the case in South Dakota, with no commission to require those tests.
A fear of many states with strong commissions is that promoters will travel across state lines to put on shows in states such as South Dakota, where there is no regulation and where, as a result, costs are less. But the result is that it is far less safe for the competitors.
Sadly, neither Daugaard nor Hickey recognize that. Hickey told the Argus Leader he was angered by the thought of his state sanctioning MMA.
I'm offended that the state would legitimize cage-fighting and the bloody violence that those kinds of spectacles create. I think it's interesting that we declare that it is a crime for one human being to strike another, and yet the state now proceeds to legitimize, and label a sport, cage-fighting.
With all due respect, Gov. Daugaard, a few points:
? It is a crime for one human to strike another outside of the bounds of athletic competition. But it is no crime to strike another in the context of sport and when doctors and referees are available to protect the athletes and where the athletes have signed a contract to compete against each other.
? MMA fights sometimes get bloody. But no fighter to my knowledge has ever suffered anything worse than scarring as a result of being cut. It is important to note that a lot of the cuts are on the forehead above the eyes, where they mix with sweat and make them seem far worse than they are.
? States that have athletic commissions ban fighters who have sustained head injuries from competing again for several months. And before even being allowed to practice in a gym, the fighter needs to be cleared by a doctor.
? MMA is a combination of sports, many of which are already legal in South Dakota, including boxing, wrestling, karate, jiu-jitsu and judo.

Italy faces political gridlock after crucial elex
ROME (AP) ? Italy faced political paralysis Monday as near-complete results in crucial national elections showed no clear winner and raised the possibility of a hung parliament. The uncertainty bodes ill for the nation's efforts to pass the tough reforms it needs to snuff out its economic crisis and prevent a new round of global financial turmoil.
The chaotic election scenes in the eurozone's third-biggest economy quickly snaked around globe ? sending the Dow Jones index plunging more than 200 points in its sharpest drop since November and causing Tokyo's red-hot benchmark index to sink nearly 2 percent at open.
A major factor in the murky result was the astonishing vote haul of comic-turned-political leader Beppe Grillo, whose 5 Star Movement has capitalized on a wave of voter disgust with the ruling political class.
That has coupled with the surprise return as a political force of billionaire media mogul Silvio Berlusconi, who was driven from the premiership at the end of 2011, to roil the Italian ballot. Berlusconi's alliance was neck-and-neck with center-left leader Pier Luigi Bersani's coalition for both Parliament's lower house and the Senate.
The ballot was so close that final official results were not expected until daytime Tuesday, at earliest.
The decisions Italy's government makes over the next several months promise to have a deep impact on whether Europe can decisively stem its financial crisis. As the eurozone's third-largest economy, its problems can rattle market confidence in the whole bloc and analysts have worried it could fall back into old spending habits.
The unfolding uncertainty raised the possibility of new elections in the coming months, the worst possible outcome for markets that are looking to Italy to stay the course with painful but necessary reform.
While Italy's postwar history has largely been one of revolving-door governments, it has never seen a hung parliament. Experts said that's likely to change now.
"This has never happened before," said James Walston, a political science professor at American University of Rome. He predicted such a swirl of political chaos that new elections may need to be called as soon as the new legislature chooses the nation's next president this spring.
The Italian election has been one of the most fluid in the last two decades thanks to the emergence of Grillo's 5 Star Movement, which has throbbed with anger at politics as usual. The movement came against a backdrop of harsh austerity measures imposed by technocrat Premier Mario Monti ? who has fared miserably in the elections.
While Grillo trailed the alliances of the two biggest mainstream forces, his movement looked set to become the biggest single party in Parliament's lower house ? a stunning result for a protest campaign that is just over three years old.
Many eligible voters didn't cast ballots, and a low turnout is generally seen as penalizing established parties. The turnout, at under 75 percent ? in a nation where it has historically been above 80 percent ? was the lowest in national elections since the republic was formed after World War II.
Disgust with traditional party politics likely turned off voters, although snow and rain ? this was Italy's first winter time national vote ? also could be a factor.

Bersani, a former communist, has reform credentials as the architect of a series of liberalization measures and has shown a willingness to join with Monti, if necessary. But he could be hamstrung by the more left-wing of his party.
His party would have to win both houses to form a stable government, and given the uncertainty of possible alliances, a clear picture of prospects for a new Italian government could take days. It is all but impossible that Bersani would team up in a "grand coalition" with his arch-enemy Berlusconi.
Grillo's camp also played down the prospect of cooperation with the ex-premier, who has been embroiled in sex and corruption scandals.
"Dialogue with Berlusconi? It is very difficult to imagine that Berlusconi would propose useful ideas (for the movement)," said 5 Star Movement candidate Alessandro Di Battista at Rome headquarters. "It never happened until now, but miracles happen."
Italy's borrowing costs have reflected the optimism that the country will stick to its reform plans.
The interest rate on Italy's 10-year bonds, an indicator of investor confidence in a country's ability to manage its debt, fell to 4.19 percent in afternoon trading Monday. Last summer, at the height of concern over Italy's economy, that interest rate was hovering at about 6.36 percent.
Milan's stock exchange closed slightly higher, with the benchmark FTSE MIB up 0.73 percent to 16,351 points.
With 99.7 percent of the lower house vote counted, the Bersani camp had had 29.55 percent of the vote, to Berlusconi's 29.17 percent. Grillo had 25.54 and Monti's alliance 10.56.
In the Senate, near complete Interior Ministry figures showed Bersani and his allies had nearly 32 percent while Berlusconi and his coalition partners were pulling nearly 31 percent. Grillo had more than 23 percent. The overseas Senate ballot was to be added to the total later Tuesday.
More important than the overall national numbers, however, was the state-of-play in large swing regions ? and Berlusconi was projected to win those.
Italy's complex electoral law calls for the Senate seats to be divvied up according to how candidates fare region by region, and Berlusconi appeared to be winning big in Lombardy, and also ahead in the closely watched regions of Sicily and Campania, around Naples.
A Berlusconi triumph in those key regions would likely hand him control of the upper chamber, which in Italy's legislative system is as powerful as the lower house.
When Berlusconi was forced out of office in November 2011, he was widely assumed to have joined the political dead. At 76, blamed for mismanaging the economy and disgraced by criminal allegations of sex with an underage prostitute, a comeback seemed impossible.
But one thing has become axiomatic about Berlusconi in his 20 years at the center of Italian politics: Never count him out.
This time around, in an age of wrenching austerity, he had a very simple campaign strategy: throw around the cash.
Berlusconi has promised to give back an unpopular property tax imposed by Monti ? with money from his own deep pockets, if need be.
Even his purchase of star striker Mario Balotelli for his AC Milan soccer team was widely seen as a ploy to buy votes. Berlusconi has also appealed to Italy's right-wing by praising Italy's former fascist dictator Benito Mussolini during a ceremony commemorating Holocaust victims.
"He played a very able game," said Walston. "Considering that he didn't fulfill his previous promises, it's extraordinary."
With near complete results, Bersani had a tiny edge in the lower chamber, where electoral law enables the biggest vote-getter there to end up with a bonus of more than 50 percent of the seats.
Monti's centrist coalition was having a terrible election, with his alliance getting roughly 10 percent. Although respected abroad for his measures that helped stave off Italy's debt crisis, the economist has widely been blamed for financial suffering caused by austerity cuts.
Analysts saw two big stories in Italy's election.
"The first is the big surprising increase scored by the 5 Star Movement, and the other is the disappointing result" of Monti's coalition, said Massimo Franco, a columnist with Corriere della Sera.
Berlusconi, who was forced from office in November 2011 by the debt crisis, has sought to close the gap by promising to reimburse an unpopular tax ? a tactic that brought him within a hair's breadth of winning the 2006 election. The billionaire media mogul only a few days ago told voters if need be, he'd reimburse the tax to them by shelling out from his own pocket to the tune of several billion euros (dollars).
Grillo's forces are the greatest unknown. His protest movement against the entrenched political class has gained in strength following a series of corporate scandals that only seemed to confirm the worst about Italy's establishment. If his self-styled political "tsunami" sweeps into Parliament with a big chunk of seats, Italy could be in store for a prolonged period of political confusion that would spook the markets. He himself won't hold any office, due to a manslaughter conviction.
"Italy has developed a two-bloc system. We now have a three bloc system!" Walston said, referring to Grillo's shock success.
"That might work in a country like Austria, or like Germany" where there aren't such marked differences between coalitions. But in Italy, he said, "the personal, policy and ideological differences are too big."
Most analysts believe Bersani would seek an alliance with center-right Monti to secure a stable government, assuming parties gathered under Monti's centrist banner gain enough votes.
While left-leaning Bersani has found much in common with Monti, a large part of his party's base is considerably further to the left and could rebel.
A key Monti ally called the result "totally negative" and had an even gloomier assessment for his nation.
"As far as Italy goes," said Gianfranco Fini, "I fear the worst is yet to come."

Geeksphone may be an online phone seller based in Spain, but the name of its lower-end Firefox OS reference phone, Keon, appears to be Dutch. Regardless of the title's origin, the part of the phone that's most intriguing is the fact that it's one of the first to bear Mozilla's mobile platform. It isn't much in the way of specs, and that's easy enough to tell from just glancing at it, thanks to a 3.5-inch HVGA display. Still, the Keon's set of specs is actually on par with the Firefox protocol. This means that for roughly around 100 euros, we can expect to see a device with a 3MP camera, 512MB RAM, 4GB internal storage, a 1,580mAh battery and a 1GHz single-core Snapdragon S17225A CPU. Don't expect an earth-shattering experience on this kind of phone, as it's meant to reside strictly on the low end. SPOKANE, Wash. - Mike Aviani scored twice and Brenden Kichton had three assists as the Spokane Chiefs downed the Edmonton Oil Kings 6-4 on Friday in Western Hockey League action.

"I admit it is not the three percent, but the movement is going in the right direction, as both the France national audit office and the European Commission recognise," he said.
Spending cuts in 2014 would be made in the state budget, local budgets and the social security budget, Hollande said, reiterating that the government maintained its longer-term goal of a zero deficit in 2017.
Mr Hollande said France would continue to try and boost growth through public investment, notably with funds gathered through tax-free savings books and by state investment companies.
But he was downbeat about jobs, saying that if economic growth in 2013 was not better than the 0.1 percent the European Commission expects, unemployment would rise further.
"But if forecasts for one or 1.2 percent growth in 2014 materialise, we will see new job creation again," he said.
He said his cabinet would focus on jobs for young people.
"When youth unemployment rates in some countries are above 50 percent, 25 percent in France, there is a risk of explosion, and I do not want to jeopardise national cohesion" he said.
He said his government expects a report on pension reform to be completed this summer.
That will be followed by talks between unions and employers with a view to implementing pension reforms in 2014.

Last week the Kennedy Center in Washington D.C. welcomed "Nordic Cool 2013", a month-long festival showcasing the finest examples of music, dance, literature,fashion, food, lifestyle and the arts, all the product of creativity and a thousand years of tradition from the Nordic countries. The icing on the cake (literally) on opening night was a dinner created by the talented Morten Sohlberg, the Norwegian-born chef who runs, among others, the Smorgas in New York. This was just a sampler, with more to come!
The Nordics are smart to team up to make themselves visible in Washington and beyond, as an entity to be reckoned with. This radiates self confidence in each of the [very diverse] participants: Denmark, Sweden, Finland, Norway, Iceland, Greenland, the F?r?er Islands and ?land. The message they are delivering is very simple: creativity is the most precious resource of the 21st century, which thrives on tradition, innovation, respect, tolerance, openness and courage. This one-of-a-kind event illustrates all that through a widespread cultural attraction the Nordic countries increasingly enjoy these days.
But why is it that a small, inhospitable geographically peripheral part of Northern Europe is currently among the hottest places in the world in terms of global attractiveness? What have they got right that others should learn from?
Clearly, what is unique about the Nordics is not just their cultural appeal, but also their successful 'nation branding' efforts underpinned by strong attention to both soft and hard power.
In today's fluid globalized world, 'nation branding' is already emerging as an important concept. As businesses seek to attract customers on an increasingly competitive global market, positive preconceptions of a country can help improve the competitiveness of a nation's exports. Well-known Nordic brands such as Nokia, Volvo, H&M, Ikea, Lego or Novo Nordisk and Angry Bird, have all benefited and profited from the strong attractiveness of their home countries.
Make no mistake: the successful export of Nordic "cool" culture is not accidental nor merely the result of savvy marketing campaigns. On the contrary, these countries have all made a deliberate, concerted effort at promoting their global brands in a strategic way which includes but also goes beyond cultural aspects. In the case of the Nordics, cultural appeal is complemented by a strong and principled international stance and domestic well-being. Moreover, their domestic affairs -- characterized by effective governance, strong liberal values and an egalitarian system, an innovation-driven, tech savvy business climate, and environmentally conscious policies -- is an envy to the rest of the world.
Using a smart mindset on power, the Nordics show that both soft and hard power capacities, part of one power toolbox, are the critical components that comprise a nation's global brand. But successful nation branding is also inevitably a 'whole-of-society' enterprise. As the Nordics show, these assets must be deployed strategically and in a comprehensive manner. Effective collaboration between government, civil society and the private sector is key.
The fact that they hold hands is a victory of reason. None of them alone can wield as much power and influence as in unity. Together they are a formidable little giant to be reckoned with both economically, culturally and militarily.They have put aside historic grievances a long time ago, which today only exist in jokes. A hundred years ago Norway was still a Danish colony and in Finland the Swedish minority was discriminated against. Today they project power together, and the Finnish Secretary General of the Nordic Council, Jan Erik Enestam, is from the Swedish minority.
The Nordics wield the tools in their "spectral power toolbox" smartly.
The challenge posed by the authoritarian models to Western-style democracy is a real one. To offer a real viable response, Western countries must undertake necessary and bold domestic reforms to enhance governance efficiency and economic competitiveness, ensure transparency, beat corruption and keep democratic institutions strong. They must also seek to play a more responsible global role, stepping up to the plate when it comes to contributing to international peace, security and development efforts.
Nordic Cool is a display of the softer tools in the power toolbox. But it is important, to recognize that their power is ultimately based on their belief in universal values of human rights and freedoms. It is this belief that allows to reconcile their national interests with the needs and interests of the international community.
In sum, "Cool Power" complements and transcends both hard and soft power. It is a display of the attractiveness of a group of countries, which in turn is based on both their domestic and international qualities, ones that really matter in the 21st century. Their strength lies in turning their diversity into a joint message. In return they each gain a lot of visibility. Tapping into this and communicating the mindset effectively must become a new imperative for the West.
It naturally comes to mind that others in Europe, in particular Central Europe: the Poles, the Hungarians, Czechs, Slovaks and Romanians should learn from the Nordics. They should team up, not just in words and forms of declarations but for real. The menu for opening night at their joint event in Washington will be nothing to worry about.

The April 20, 2010 spill that began with an explosion that killed 11 rig workers and ended three months later with over 200 million gallons of light crude spilled into the Gulf still resonates physically and psychologically in the five coastal states affected, even as BP, the chief speculator, has gone to massive lengths to clean up the mess while paying billions in damages to residents and communities along the sullied coastline.
But Monday's trial, which could take three months, is about answering the still-critical subjective question: Did BP exhibit "gross negligence" in its operation of the rig, causing the largest offshore oil spill in US history? If so, the company could be on the hook for up to $17 billion in damages, after having already paid out $24 billion.

"I thought that there would be considerable pressure on BP in particular to settle, since they are most likely to bear the heavy share of the damages and that they would have not looked forward to being on the front pages every day in an ongoing trial," says Edward Sherman, a disaster liability expert at Tulane University Law School, in New Orleans.
To be sure, the defendant side of the docket is complex, since the trial judge (there is no jury) will have to decide what percentage of responsibility each of the three major players ? BP, the speculator; Transocean, the rig owner; and Halliburton, a key drilling consultant ? will have to bear if found responsible.
But the plaintiff side, too, is rife with tension, particularly because joining federal lawyers and environmental groups are five separate affected states ? Florida, Alabama, Mississippi, Louisiana, and Texas ? all of which have differing thoughts on whether to settle the case quickly for maximum payout or push BP into a trial that will illuminate how deeply the spill affects not just wildlife, but everyone from fishermen to hotel owners, bartenders, and maids.
Part of the problem is that plaintiffs don't want to take a deal that's inadequate given lingering unknowns, including potential future problems from the spill.

NY's Cardinal Dolan questioned on Wis. abuse cases
NEW YORK (AP) ? New York Cardinal Timothy Dolan, just days ahead of his departure for Rome and the conclave that will elect the next pope, has been deposed about clergy sex abuse in his former Archdiocese of Milwaukee.
Dolan, who led Milwaukee's Roman Catholics from 2002 to 2009, answered questions Wednesday about his decision to publicize names of clergy members who had been accused of molesting children in cases that are mostly decades old, church attorney Frank LoCoco said.
The Survivors Network of those Abused by Priests, an independent network of abuse victims and their supporters, said it would press to make the transcript of Dolan's testimony public.
The deposition is part of a bankruptcy case filed in 2011 by Dolan's Wisconsin successor, Archbishop Jerome Listecki, over abuse claims by nearly 500 people. Many Milwaukee church officials, including another former archbishop, Rembert Weakland, have been deposed.
Dolan had long awaited the chance to answer the attorneys' questions, Archdiocese of New York spokesman Joseph Zwilling said.
"He has indicated over the past two years that he was eager to cooperate in whatever way he could," Zwilling said in a statement.
Dolan, president of the U.S. Conference of Catholic Bishops, has been mentioned on some Vatican analysts' lists of cardinals who could be elected in the upcoming conclave, though he is considered a longshot. He is one of two U.S. cardinals to be deposed this week in cases related to the abuse scandal, which erupted in 2002 in the Archdiocese of Boston, then spread through the United States to Europe and beyond.
Cardinal Roger Mahony, the retired Los Angeles archbishop, is scheduled to be questioned Saturday in a lawsuit over a visiting Mexican priest who police believe molested 26 children in 1987. The Rev. Nicolas Aguilar Rivera fled to Mexico in 1988 after parents complained. He has been ousted from the priesthood but remains a fugitive.
Pressure has been building in Italy for Mahony to bow out of the conclave. A few weeks ago, the Archdiocese of Los Angeles under court order released thousands of pages from the confidential personnel files of more than 120 accused clergy members. The files show Mahony and other archdiocese officials shielded accused priests and did not alert parishioners of the potential risks to their children.
Mahony declined to comment through a spokesman on Wednesday but has indicated in his blog and Twitter posts that he is going to Rome.
The plaintiffs in the Wisconsin claim have an uphill battle to make their case given the state's statute of limitations. The depositions are in part meant to determine when the cases first became known to church officials and victims.
Listecki had said the bankruptcy filing was needed to help compensate victims fairly while ensuring the archdiocese could still function. Milwaukee is the eighth diocese in the U.S. to seek bankruptcy protection over abuse claims. Advocates for victims have accused Milwaukee church officials of trying to shield its assets, in part by transferring millions of dollars several years ago into a cemetery trust fund and a parish fund.
The Archdiocese of Milwaukee recently said it was going broke. Its legal and other fees have reached nearly $9 million, according to court filings. But attorneys for victims say church officials are responsible for the prolonged legal battle.
LoCoco said that the abuse children had suffered was awful and that Dolan recognized this and took extensive steps to help the victims, including publicizing the names of accused clergy members so people would come forward and begin a healing process.
Peter Isely, Midwest director of the Survivors' Network, contended that Dolan "did a lot of creative maneuvering of priest sex offenders and creative accounting of church money" without holding accountable archdiocesan officials who failed to stop abusers.

Google has just updated their Search by Image browser extension for Chrome.
The update comes with a very useful new functionality. You can now use it on non-public images.
Until now, the app used the public URL of the image to search through their database. Google is now caching the image temporary on their servers to search for it.
I played with this new feature by running the extension on an image attachment in Gmail. Worked fine!

Obama weighs stepping in on gay marriage case
WASHINGTON (AP) ? Facing heightened expectations from gay rights supporters, the Obama administration is considering urging the Supreme Court to overturn California's ban on gay marriage ? a move that could have a far-reaching impact on same-sex couples across the country.
The administration has one week to file a friend-of-the-court brief with the justices outlining its opinion on the California ban, known as Proposition 8. While an administration brief alone is unlikely to sway the high court, the government's opinion does carry weight with the justices.
Opponents of the Proposition 8 ban believe the president signaled his intention to file a brief when he declared in last month's inaugural address that gays and lesbians must be "treated like anyone else under the law." An administration official said Obama ? a former constitutional law professor ? was not foreshadowing any legal action in his remarks and was simply restating his personal belief in the right of gays and lesbians to marry, though the official said the administration was considering filing a brief.
The Proposition 8 ballot initiative was approved by California voters in 2008 in response to a state Supreme Court decision that had allowed gay marriage. Twenty-nine other states have constitutional amendments banning gay marriage, while nine states and Washington, D.C., recognize same-sex marriage.
Solicitor General Donald Verrilli is consulting with the White House on the matter, according to a senior administration official, who spoke only on condition of anonymity because the official was not authorized to address the private deliberations publicly.
While the Justice Department would make the filing, the president is almost certain to make the ultimate decision on whether to do so.
"I have to make sure that I'm not interjecting myself too much into this process, particularly when we're not a party to the case," Obama said Wednesday in an interview with San Francisco's KGO-TV.
He said his personal view was that gay couples should have the same rights as straight couples and said his administration would do whatever it could to promote that principle.
Obama has a complicated history on gay marriage. As a presidential candidate in 2008, he opposed the California ban but didn't endorse gay marriage. As he ran for re-election last year, he announced his personal support for same-sex marriage but said marriage was an issue that should be decided by the states, not the federal government.
To some, Obama's broad call for gay rights during his Jan. 21 inaugural address was a sign that he now sees a federal role in defining marriage.
"Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law," Obama said during his remarks on the west front of the Capitol. "For if we are truly created equal, than surely the love we commit to one another must be equal as well."
Seeking to capitalize on growing public support for gay marriage, advocates are calling on the administration to file a broad brief not only asking the court to declare California's ban unconstitutional but also urging the justices to make all state bans illegal.
"If they do make that argument and the court accepts it, the ramifications could be very sweeping," said Richard Socarides, an attorney and advocate.
The administration could also file a narrower brief that would ask the court to issue a decision applying only to California. Or it could decide not to weigh in on the case at all.
The Supreme Court, which will take up the case on March 26, has several options for its eventual ruling. Among them:
? Uphold the state ban on gay marriage and say citizens of a state have the right to make that call.
? Endorse an appeals court ruling that would make same-sex marriage legal in California but apply only to that state.
? Issue a broader ruling that would apply to California and seven other states: Delaware, Hawaii, Illinois, Nevada, New Jersey, Oregon and Rhode Island. In those states, gay couples may join in civil unions that have all the benefits of marriage but may not be married.
? Rule that the Constitution forbids states from banning same-sex unions.
For weeks, supporters and opponents of Proposition 8 have been lobbying the administration to side with them.
Last month, Theodore Olson and David Boies, lawyers arguing for gay marriage, met with Verrilli and other government lawyers to urge the administration to file a brief in the case. A few days later, Charles Cooper, the lawyer defending Proposition 8, met with the solicitor general to ask the government to stay out of the case. Those kinds of meetings are typical in a high court case when the government is not a party and is not asked by the court to make its views known.
Boies and Chad Griffin, president of the advocacy group Human Rights Campaign, also had a meeting at the White House on the case.
Ahead of next week's deadline, nearly two dozen states have filed briefs with the court asking the justices to uphold the California measure.
Public opinion has shifted in support of gay marriage in recent years. In May 2008, Gallup found that 56 percent of Americans felt same-sex marriages should not be recognized by the law as valid. By November 2012, 53 percent felt they should be legally recognized.
One day after the court hears the California case, the justices will hear arguments on another gay marriage case, this one involving provisions of the federal Defense of Marriage Act. The act defines marriage as between a man and a woman for the purpose of deciding who can receive a range of federal benefits.
The Obama administration abandoned its defense of the law in 2011 but continues to enforce it.
