iPhone 4 vs Galaxy S4 mini vs S2 Plus reboot speed debate

Samsung Galaxy S4 Mini vs. iPhone 4 iOS 7

The iOS 7 Beta 4 release date has not yet been announced but we did say earlier it is more than likely going to be on Monday 29th around 10am PDT. Anyway, iOS 7 Beta 3 is already on the iPhone and below we have two videos testing the speeds of the iPhone 4, Galaxy S4 Mini and S2 Plus.

The first video contains Samsung Galaxy S4 Mini vs. iPhone 4 iOS 7, and the second tests the Samsung Galaxy S4 Mini vs. Galaxy S2 Plus, which one will be the fastest?

Reviewer adrianisen shuts down the Samsung Galaxy S4 Mini with Android 4.2.2 Jelly Bean and the iPhone 4 running iOS 7 Beta 3, but when the smartphones are turned back on we noticed the Apple logo showed up quicker than Samsungs but the S4 mini boots up quicker than the iPhone 4 showing the homescreen. We here at Phones Review would like to point out that the S4 mini is a new smartphone released in July 2013 and the iPhone 4 came out way back on June 2010, is it really fair to do speeds tests on these two handsets?

Samsung Galaxy S4 Mini vs. Samsung Galaxy S2 Plus

It is a little strange how someone would pit two smartphones together when they were released 3 years apart, the S4 mini has a faster CPU at 1.7 GHz and the iPhone only has a 1 GHz. Overall outcome: Yes the Galaxy S4 mini is a lot faster but it is a smartphone that is 3 years newer than the iPhone 4, the mini has a faster processor and iOS beta 3 is not as stable as Android 4.2.2, its called beta for a reason.

Next up is the Samsung Galaxy S4 Mini vs Galaxy S2 Plus speed test, S4 mini was released in July and the S2 Plus came out in February. The S2 Plus has a 1.2 GHz processer running Android 4.1.2 Jelly Bean. This was rather interesting when the two devices were rebooted, the S2 Plus started up quicker than the S4 mini. It was only a few seconds but to see an older phone and we know there?s only a few months between release dates was very interesting.

Do you think these phones should have been pitted against each other in the reboot speed tests? Please watch the two videos below and then pass your own judgements in the comments, thanks and have a good weekend.

Mayor seeks therapy over sex scandal

By Marty Graham

SAN DIEGO (Reuters) - Embattled San Diego Mayor Bob Filner on Friday defied calls to resign over a hail of sexual harassment allegations, but apologized to the women he offended and said he would take a two-week leave of absence to undergo intensive therapy.

A day after the San Diego County Democratic Central Committee urged him to step down, the 70-year-old Democrat and former congressman said he would enter a counseling clinic on August 5, while keeping an eye on the affairs of California's second largest city.

"The behavior I have engaged in over many years is wrong," Filner told a news conference. "My failure to respect women and the intimidating conduct I engaged in at times is inexcusable. It has undermined what I have spent my entire professional life working on - fighting for equality and justice for all people."

Seven women have publicly accused Filner of groping and making other unwanted sexual advances toward them, including four who came forward in a group interview aired late Thursday on public television station KPBS.

Among them were retired U.S. Navy Rear Admiral Veronica "Ronnie" Froman and Joyce Gattas, dean of the College of Professional Studies and Fine arts at San Diego State University.

Their TV appearance came as the county Democratic Central Committee, a council of local party bosses and elected officials, voted 34-6 to approve a non-binding resolution demanding that Filner leave office.

The committee said in a statement on Friday that it stood by its position that Filner should go. But some experts said the mayor seemed determined to try to hang on to his job at almost all costs.

"He's not only hunkered down in the bunker, he's taken the hinges off the door and welded it shut," said Carl Luna, a political science professor at San Diego Mesa College.

During his two-week leave, Filner said he would be in counseling at the clinic full-time but would be briefed on city activities every morning and evening until his planned return to regular duties on August 19.

"I must become a better person, and my hope is that by becoming a better person, I put myself in a position to someday be forgiven," he added. He began his remarks by offering apologies to his staff and San Diego's citizens, adding, "Most of all, I apologize to the women that I have offended."

RESIGNATION DEMANDS

Filner spoke from his office at City Hall just 30 minutes after organizers of a recall effort held their own news conference to highlight their campaign and to present a letter to the mayor's office demanding his resignation by 5 p.m.

Numerous prominent local Democrats already had called for Filner to step down. One of them, Todd Gloria, who is president of the City Council and would become interim mayor if Filner were to resign, said his latest move to address the issue did not go far enough.

"Filner's announcement prolongs the pain when San Diegans are calling for an end to this civic nightmare," Gloria said in a Twitter message.

During her weekly news conference in Washington on Thursday, U.S. House Minority Leader Nancy Pelosi said Filner should seek private counseling and compared his behavior to the conduct of another ex-congressman engulfed in a sex scandal since he turned to mayoral politics - Democrat Anthony Weiner of New York.

Weiner faces calls to withdraw from the New York City mayor's race after admitting he sent lewd online messages to women since he resigned from Capitol Hill over such behavior two years ago.

"The conduct of some of these people that we are talking about here is reprehensible. It is so disrespectful of women. And what is really stunning about it is they don't even realize it. You know, they don't have a clue," she said.

The clamor for Filner's ouster intensified after his former press secretary, Irene McCormack Jackson, filed a sexual harassment lawsuit against the mayor and the city on Monday, accusing him of unwanted physical contact and suggestive comments.

Jackson's lawyer, Gloria Allred, dismissed Filner's "decision to seek therapy as a ploy to stay in power and to try to gain sympathy."

"It is ridiculous to think that he needs therapy in order to understand that women deserve respect and should not be treated like pieces of meat."

On Friday, the City Attorney's Office served Filner with a subpoena in the civil suit, demanding that he submit to a deposition on August 9, about 10 days before the mayor is due to finish his therapy.

"Testifying under oath is part of due process. We expect Mayor Filner to attend absent a court order to the contrary," Assistant City Attorney Paul Cooper said.

The City Attorney's Office has said that Filner has retained a private attorney to handle his legal matters stemming the scandal, and spokesman Michael Giorgino added on Friday, "We don't see a basis for the city paying for private therapy."

Filner was elected mayor of the normally conservative-leaning city last year after a 20-year career in the U.S. House of Representatives.

Republicans, for whom his current troubles pose a chance to seize back the city's top-elected post, have called for his resignation since allegations against him first surfaced on July 11, even before any of the alleged victims went public.

"Two weeks of therapy will not end decades of bad behavior," Republican City Councilman Kevin Faulconer said. "He needs to resign and seek long-term treatment as a private citizen."

Vermont town worried over sex offender's release

Toby Talbot / AP

Springfield, Vt., a town of 9,000 people on the banks of the Connecticut River, is readying for the release Friday of a convicted sex offender.

?

By Dave Gram, Associated Press

The hours are ticking down toward the release from prison of Timothy J. Szad, a sex offender deemed so dangerous that Vermont authorities are taking the unusual step of not only warning the public but cautioning that blue-eyed, blond-haired boys of 12 or 13 could be in particular peril.?

Some parents are worried in Szad's hometown of Springfield ? where he was planning to move in with his parents, until they backed out because of threats ? and the police chief in the community of 9,000 is urging people to be alert.?

But there is nothing to stop the 53-year-old Szad from walking out of the Southern State Correctional Facility a free man on Friday.?
Szad, who was sentenced in 2001 for aggravated sexual assault against a 13-year-old boy, has served his time. And Vermont, unlike several other states, has no "civil commitment" law that allows sex offenders who are considered a danger to the public to be kept locked up once they have completed their prison sentences.?

AP / Vermont Department of Corrections

Timothy J. Szad was sentenced in 2001 on a charge of aggravated sexual assault involving a 13-year-old boy. He was sentenced to seven to 20 years in prison as part of a deal avoiding a trial at which the boy would've had to testify. He's scheduled to get out of prison in Springfield on July 26.

"It's terrible they're letting him out. Once a pedophile, always a pedophile," said Jaime Hooper, who stopped to talk as she pushed her baby son, Justin, in a stroller.?

The case has focused attention not only on the state's public-notification practices for sex offenders but on the value and constitutionality of civil commitment laws, with the American Civil Liberties Union and some Vermont lawmakers saying such measures are not the way to go.?

Allen Gilbert, executive director of the ACLU's Vermont chapter, said the public simply needs to accept that sex offenders like Szad get out of prison when they complete their sentences.?

"We live in a society that operates by the rule of law," Gilbert said. "Courts have determined the appropriate sentence for him, he's served his sentence, and now he's getting out."?

Szad declined a request for an interview, according to P. Mark Potanas, superintendent at the prison in Springfield.?

Under Vermont law, Szad will have to notify the state sex offender registry of where he is living, and he can be jailed if he fails to comply. Other than that, the state will have no control over him. He will not be on parole.?

Szad's case has pointed up another dilemma: State officials say it's necessary to notify a community when a high-risk sex offender is being released, but notification can cause such an outcry that the offender's arrangements for living on the outside can fall apart.?

That's what happened with Szad, who had been expected to live with his parents in Springfield until they changed their minds. An elderly man who answered the door at the home of Szad's parents Tuesday said the family had no comment.?

Nevertheless, his release is "going to happen one way or the other, whether he's homeless or they have a place for him," said Police Chief Douglas Johnston.?

Vermont uses several criteria for determining whether a sex offender is at high risk of committing another such crime, said Kris Goldstein, treatment chief for the Vermont Program for Sexual Abusers.?

Among them: Is the perpetrator a man less than 55 years old? Was his previous victim also male? Was the victim known to the offender? Did the crime involve force, violence or sadistic behavior? Did the offender comply with treatment behind bars??

Szad met the boy, a stranger to him, on a riverbank in Rockingham in 2000. The boy was fishing and Szad was shooting bottles with a rifle. The 6-foot-5, 255-pound Szad admitted grabbing the boy, carrying him across the river, handcuffing him and sexually assaulting him twice.?

The defendant could have gotten life in prison but was offered a seven- to 20-year sentence in a plea bargain to spare the boy from testifying.?

Szad cooperated with sex-offender treatment in prison but was still considered high risk, officials said. The Corrections Department warned the public that he would most likely target "male strangers between the ages of 12 and 13, in particular those with blond hair and blue eyes."?

Andy Bladyka, Springfield director of parks and recreation, said he had been consulting with the police chief and town manager about Szad's release, but as of Wednesday, no special precautions were being planned within Springfield's summer youth programs.?

He said staff and volunteers are already trained with security in mind. For example, he said, they are told not to leave a child alone after a program but to ensure that each one has safe transportation home.?

Russell Hill, an electrician from nearby Weathersfield and the grandfather of a 5-year-old, said: "Hopefully if he's coming here, he'll commit to living a decent life."?

About 20 states, including New Hampshire and New York, have civil commitment laws allowing high-risk sex offenders about to be released from prison to be sent to a locked mental health facility. Such laws have been challenged in court.?

In a New York courtroom on Tuesday, former New York Gov. George Pataki defended himself in a lawsuit brought by six convicted sex offenders who said their constitutional rights were violated under a civil commitment law initiated by Pataki.?

State Rep. Alice Emmons, a Springfield lawmaker who chairs the House committee that oversees Vermont's prisons, said she opposes civil commitment laws.?

"You're holding someone who has not committed a (new) crime. Do we as a society in Vermont want to do that?" she asked.?

Ukranian charged with murder of Muslim pensioner in Britain

LONDON (Reuters) - A Ukrainian man being questioned about explosions at mosques in central England was charged on Monday with murdering a Muslim pensioner.

Pavlo Lapshyn, 25, was in the UK on a sponsored work placement scheme, police said.

The post graduate student from Dnipropetrovsk, Ukraine, was first arrested on Thursday as part of an investigation into blasts near two mosques in the towns of Walsall and Tipton, one in June and the other last week.

West Midlands police said he had since been charged with the murder of Mohammed Saleem, a grandfather who was stabbed to death in April as he walked home from his mosque in the Small Heath area of the English city of Birmingham.

"We understand that these incidents have caused a great deal of anxiety and distress within local communities," Assistant Chief Constable Marcus Beale said in a statement.

Officers from the West Midlands Counter Terrorism Unit would travel to Ukraine over the next few days, the force added.

There have been several attacks on Islamic buildings in Britain since the murder of a soldier on a London street in May. Two British Muslims will be tried in November for that killing.

(AP) ? The wait is almost over.

News that Prince William's wife Kate is in labor invigorated the makeshift encampment outside St. Mary's Hospital ? a melange of journalists, photographers, curious onlookers and a few die-hard royalists.

Reporters filed updates in a dozen languages outside the Lindo Wing, although no news has emerged since Kate was admitted early Monday. Tourists photographed the plain, 5-story brick building, its front door flanked by four police officers, and snapped the scurrying, coffee-swilling photographers and journalists.

Terry Hutt, a 78-year-old carpenter from Cambridge in eastern England, sensed an end to the vigil he has kept for 12 days, sleeping outside the hospital on a bench covered with a Union Jack blanket.

Hutt, who is proud to have met every royal from the late Queen Mother on, said he was doing his bit for Britain by camping outside the hospital in his red, white and blue Union Jack suit, holding flags and congratulatory banners.

"To me, the royal family play a very, very important role," he said. "Visitors from all over the world haven't got a king and queen. It's a plus for us."

As London commuters rushed past the hospital to work, Pascal Faure, a maintenance contractor originally from South Africa, stopped to snap a picture on his phone for friends at home and in Australia.

"It's part of their heritage, I guess, their culture," said Faure, who claimed his own tenuous royal connection: "Apparently my third cousin once removed is Chelsy" Davy, Prince Harry's former girlfriend.

He also had more insight than most into the 5,000-pound ($8,000) -a-night private wing where the Duchess of Cambridge is giving birth. He fixed the air-conditioning there last week ? a good thing, too, as Monday is scheduled to be the hottest day of the year in London.

"If the air-con stops working, I'll probably be the one to go in," he said,

Some bystanders were bemused by the scale of the media throng, but many were happy to enjoy the sense of occasion.

"It's probably quite good for the whole country and likewise for the rest of the world," said Matt Hicks, an event manager from Australia's Gold Coast.

"I love the royals ? what it's all about, the history behind it," he said. "I know this country is quite divided about it, but back in Australia we love the royals."

Whether a boy or a girl, the baby will be third in line to the British throne. Most bystanders expressed no preference about the baby's gender.

"A girl maybe, if it's as beautiful as Kate," said Katya Im-Albon, a tourist from Switzerland.

Civil Society Pushes for More Active Participation in Green Climate ...

    • by Emilio Godoy (mexico city)
    • Sunday, July 21, 2013
    • Inter Press Service

MEXICO CITY, Jul 21 (IPS) - The Green Climate Fund (GCF), created under the auspices of the United Nations to finance the huge investments demanded by climate change, was opened up to participation by civil society and private sector representatives as observers in March.

Residents of Port of Spain make their way down flooded streets. Credit: Desmond Brown/IPS

But non-governmental organisations are pressing for more active participation now that the GCF is moving into the crucial phase of designing policies and distributing resources, especially with regard to the controversial Private Sector Facility.

"Now they are discussing what type of observers and executors can be in the Fund. This opens up the possibility of having financial institutions involved as executors, and they are studying the criteria for qualification and safeguards," Colombian attorney Astrid Puentes, co-director of the Interamerican Association for Environmental Defense (AIDA), told Tierram?rica. In this process, "we are being ignored," she stated.

As one of the observer organisations from the region, AIDA monitors the sessions of the GCF Board, which is based in South Korea.

The creation of the GCF was agreed at the 16th meeting of the Conference of the Parties to the United Nations Framework Convention on Climate Change, held in late 2011 in Canc?n, Mexico. The industrialised countries pledged to deliver 30 billion dollars in new and additional financing by 2012, with priority placed on resources for climate change adaptation in the poorest and most vulnerable countries.

A longer-term target was set for the mobilisation of 100 billion dollars annually by 2020.

The World Bank was designated as the interim trustee of the Fund for the first three years.

A year later, in Durban, South Africa, a governing body was created: the 24-member GCF Board, composed of an equal number of members from developed and developing countries, responsible for the execution and oversight of the Fund's resources.

At its next meeting, scheduled for this September in Paris, the Board will assess the progress made in the development of a business model framework, transparency policies, private financing and conditions for access to GCF resources.

"It's important that, whatever is done, it has to do with small and medium enterprises. The approach should focus on the needs of ordinary people in the developing countries and then how the private sector is engaged," Karen Orenstein, an international policy analyst at Friends of the Earth U.S., told Tierram?rica.

"It's incredibly important that a country decides what is good and the private sector obliges to it," she added.

At a meeting on Jun. 25-28 in the South Korean city of Songdo, where it is based, the GCF Board decided that the Private Sector Facility will commence its operations through accredited national, regional and international implementing entities and intermediaries. It also established that it may over time work directly with private sector actors, subject to consideration by the Board.

This decision derailed attempts by the United States and Australia to give corporations direct access to the funds, bypassing government control.

A report published in June by a consortium of five civil society organisations, funded by the UK-based Climate and Development Knowledge Network (CDKN), stressed the role of national institutions.

"Especially the GCF should prioritise access of local (?) actors to the available funds," the report states, adding that "clear funding modalities must be put in place to ensure multi-stakeholder decision-making processes, including sub-national and non-state actors, as well as the devolvement of funds to the local level."

Private sector companies, which also have representatives as GCF observers, want the funds transferred by the wealthy countries to cover their investments in clean development projects in developing countries, which they can claim as reductions in greenhouse gas emissions.

Latin American delegates were missing in Songdo, since neither Mexican Senator Ernesto Cordero, a Board member, nor his alternate, Rodrigo Rojo, deputy director for International Affairs at the Ministry of Finance of Chile, was in attendance.

But that was not the only problem.

"The last meeting was disastrous for citizen participation. They shut us out of some discussions, like the definition of the business model, on the pretext that our organisations have no experience in these matters," said Puentes.

Orenstein commented that "the countries that were the major obstacles were Australia and the U.S., who boast they are the champions of transparency. The real champions were Zambia, the Democratic Republic of Congo and indeed Sweden. It was regressive; they vetoed the presence of civil society delegates in the most important discussions."

In November 2012 almost 34 billion dollars in climate finance had been pledged, according to an analysis conducted by institutions in the United States, Germany, the United Kingdom, Japan and Norway. Of this total, 28 million had been requested and/or budgeted by the executive bodies of the countries that have pledged the funds.

However, it is difficult to determine if these resources are genuinely "new and additional" and not part of previously allocated assistance or financing. Every country uses different instruments and channels resources through different schemes and institutions. It also is not clear if priority has been placed on adaptation measures in the most vulnerable countries.

The funds actually invested total barely three billion dollars.

On Jun. 24, the day before the last GCF Board meeting began, a large group of non-governmental organisations sent the Board a letter highlighting key issues regarding transparency and public participation and requesting that they be addressed at the meeting.

"The Board would benefit from having civil society participation given the vast expertise and experience found among the different groups and individuals that represent civil society," the letter emphasised.

Froome locks up Tour de France

ANNECY-SEMNOZ, France (AP) ? Chris Froome retained his big race lead Saturday to all but ensure he will become Britain's second consecutive Tour de France champion.

Only an accident or other freak mishap on Sunday's largely ceremonial final ride to Paris could stop Froome from winning the 100th Tour, a year after Bradley Wiggins won the 99th.

Froome finished third in a dramatic Stage 20 to the ski station of Annecy-Semnoz in the Alps that decided the other podium placings.

Nairo Quintana from Colombia won the stage and moved up to second overall.

Joaquim Rodriguez from Spain rode in 17 seconds behind Quintana. He moved up to third overall. Froome's lead is more than five minutes on both.

Alberto Contador, who had been second at the start of the day, struggled on the final climb and dropped off the podium.

The 125-kilometer (78-mile) trek was the last of four successive stages in the Alps and the final significant obstacle Froome needed to overcome before Sunday's usually relaxed ride to the finish on the Champs-Elysees in Paris. That 133-kilometer (82-mile) jaunt starts in Versailles.

Froome's dominance at this Tour was such that this victory could very well be the first of several. At 28, he is entering peak years for a bike racer. He proved at this Tour that he excels both in climbs and time trials ? skills essential for those who want to win cycling's premier race. He also handled with poise and aplomb questions about doping in cycling and suspicions about the strength of his own performances. He insisted he raced clean.

Froome first took the race lead and the yellow jersey that goes with it on Stage 8, when he won the climb to the Ax-3 Domaines ski station in the Pyrenees. On Sunday's Stage 21, he will wear the yellow jersey for the 13th straight day.

Froome told French television that when he passed the sign showing 2 kilometers (about 1 mile) to go on Saturday's final climb, "for the first time I realized that it was almost won."

"It was hard today," he said. "Rodriguez and Quintana raced very strongly."

Sunday "will be a day for sprinters on the Champs-Elysees. For us, it is done."

Saturday's stage did a big loop south of Annecy, through the mountains of Savoie between the lakes of Annecy and Bourget. This is cheese-making country, with lush Alpine pastures and dense, naturally cool forests.

Quintana's win also secured him the spotted jersey awarded to riders who pick up the most points on mountain climbs. He also retained the white jersey as the Tour's best young rider. He wiped away tears in his news conference as stage winner.

"I couldn't ask for more," he said. "I got nearly everything. It was fabulous."

"It's a very special day in Colombia. A big party and the whole of Colombia is celebrating."

Unlike on Friday, when storms drenched the pack, the sun shone and the skies were blue on Sataurday. When a motorbike-borne television camera focused on Spanish rider Alejandro Valverde, he motioned that riding in such conditions was hot, tiring work.

The ride took the racers up six climbs. The last two of those were particularly tough. The last steep climb to Annecy-Semnoz, past ski lifts and ski slopes, was rated HC or "Hors Categorie", meaning it's considered too hard to classify.

It was the last really tough climb of this Tour. The riders have just two small humps to climb on their leisurely Sunday ride from the Versailles Palace to the Champs-Elysees' cobbles, where sprinters including Mark Cavendish will battle for the stage win.

Uniquely for the 100th Tour, Stage 21 will set off in the late afternoon, so the race finishes more or less as the sun is setting behind the Arc de Triomphe.

For a chunk of Saturday, the race was led by its oldest rider, Jens Voigt. The 41-year-old German was part of a group of 10 riders that broke away from the pack early in the stage.

"Since I'm almost sure that this was my last Tour, I wanted to say a proper goodbye," said Voigt.

"I gave everything," he said. "I'm happy and now it is over for me."

He was caught in the battle on the final climb. Quintana, Froome and Rodriguez rode off, leaving Contador to labor behind. The winner of 2007 and '09 who was stripped of his 2010 victory and banned for a failed doping test ran out of legs.

Contador placed seventh in the stage, coming in more than two minutes behind Quintana. That dropped him to fourth overall, more than seven minutes back from Froome.

To prevent a ?catastrophic event,? Coast Guard will establish safety zone around huge new offshore platform in Gulf of Mexico

    Olympus Tension
    Leg Platform

To minimize the possibility of a ?catastrophic event,? the U.S. Coast Guard plans to establish a 500-meter safety zone around the ?Olympus Tension Leg Platform,? which Shell Exploration and Production Company plans to operate in a deepwater area of the Gulf of Mexico.

The huge platform, which set sail on July 13 on a 10-day, 425-mile voyage from Offshore Services in Ingleside, TX, to Mars B field in the Gulf, will operate in what is called Mississippi Canyon Block 807.

?Shell Exploration and Production Company indicated that it is highly likely that any allision with the facility would result in a catastrophic event,? reported the Coast Guard in a notice of proposed rulemaking it published in the Federal Register on July 18. (An ?allision? is the act of dashing against or striking upon.) To prevent such a disaster, the Coast Guard intends to prevent vessels from entering a 500-meter zone that will surround the platform.

?The proposed regulation would reduce significantly the threat of allisions, oil spills, and releases of natural gas and increase the safety of life, property, and the environment in the Gulf of Mexico by prohibiting entry into the zone unless specifically authorized by the Commander, Eight Coast Guard District,? says the notice.

The public is invited to submit comments by August 19 HN 2013 7 19 Olympus platform by visiting www.regulations.gov and citing docket number USCG-2013-0070 in the search box.

Further information about this proposed safety zone is available from Rusty Wright, of the Coast Guard, at 504-671-2138 or rusty.h.wright@uscg.mil.

'Very Toxic' Levels Of Pesticides Found In Deadly School Food In India

PATNA, India -- Samples of cooking oil and leftover food taken from an Indian school where 23 children died after eating lunch this past week were contaminated with "very toxic" levels of an agricultural pesticide, police said Saturday.

Ravindra Kumar, the additional director general of police in the city of Patna, told reporters that forensic tests revealed that the samples contained the pesticide monocrotophos in levels that were "very toxic" for humans.

The free midday meal was served to the children Tuesday in Gandamal village in Masrakh block, 80 kilometers (50 miles) north of Patna, the Bihar state capital.

Twenty-three children between the ages of 5 and 12 died from eating the meal and many others fell ill.

No arrests have been made in the case.

Authorities discovered a container of insecticide in the school's cooking area next to the vegetable oil and mustard oil, but it wasn't yet known if that container was the source, officials have said.

India's midday meal plan is one of the world's biggest school nutrition programs. State governments can decide on menus and timings of the meals, depending on local conditions and availability of food rations.

It is seen as an incentive for poor parents to send their children to school and currently covers some 120 million children across the country.

It's also part of an effort to address concerns about malnutrition, which the government says nearly half of all Indian children suffer from.

While complaints about the quality of the food served and the lack of hygiene in the program are routine, the incident in Bihar appeared to be unprecedented for the massive food program.

Syria war widens rift between Shi'ite clergy in Iraq, Iran

    By Suadad al-Salhy

NAJAF, Iraq (Reuters) - The civil war in Syria is widening a rift between top Shi'ite Muslim clergy in Iraq and Iran who have taken opposing stands on whether or not to send followers into combat on President Bashar al-Assad's side.

Competition for leadership of the Shi'ite community has intensified since the U.S.-led invasion of 2003 toppled Saddam Hussein, empowering majority Shi'ites through the ballot box and restoring the Iraqi holy city of Najaf to prominence.

In Iran's holy city of Qom, senior Shi'ite clerics, or Marjiiya, have issued fatwas (edicts) enjoining their followers to fight in Syria, where mainly Sunni rebels are fighting to overthrow Assad, whose Alawite sect derives from Shi'ite Islam.

Shi'ite militant leaders fighting in Syria and those in charge of recruitment in Iraq say the number of volunteers has increased significantly since the fatwas were pronounced.

Tehran, Assad's staunchest defender in the region, has drawn on other Shi'ite allies, including Lebanese militia Hezbollah.

Hezbollah's open intervention earlier this year hardened the sectarian tone of a conflict that grew out of a peaceful street uprising against four decades of Assad family rule, and shifted the battlefield tide in the Syrian government's favor.

The Syrian war has polarized Sunnis and Shi'ites across the Middle East - but has also spotlighted divisions within each of Islam's two main denominations, putting Qom and Najaf at odds and complicating intra-Shi'ite relations in Iraq.

In Najaf, Grand Ayatollah Ali al-Sistani, who commands unswerving loyalty from most Iraqi Shi'ites and many more worldwide, has refused to sanction fighting in a war he views as political rather than religious.

Despite Sistani's stance, some of Iraq's most influential Shi'ite political parties and militia, who swear allegiance to Iranian Supreme Leader Ayatollah Ali Khamenei, have answered his call to arms and sent their disciples into battle in Syria.

"Those who went to fight in Syria are disobedient," said a senior Shi'ite cleric who runs the office of one of the top four Marjiya in Najaf.

    "SHI'ITE CRESCENT"

The split is rooted in a fundamental difference of opinion over the nature and scope of clerical authority.

Najaf Marjiiya see the role of the cleric in public affairs as limited, whereas in Iran, the cleric is the Supreme Leader and holds ultimate spiritual and political authority in the "Velayet e-Faqih" system ("guardianship of the jurist").

"The tension between the two Marjiiya already existed a long time ago, but now it has an impact on the Iraqi position towards the Syria crisis," a senior Shi'ite cleric with links to Marjiiya in Najaf said on condition of anonymity.

"If both Marjiiya had a unified position (toward Syria), we would witness a position of (Iraqi) government support for the Syrian regime".

The Shi'ite-led government in Baghdad says it takes no sides in the civil war, but the flow of Iraqi militiamen across the border into Syria has compromised that official position.

Khamenei and his faithful in Iraq and Iran regard Syria as a important link in a "Shi'ite Crescent" stretching from Tehran to Beirut through Baghdad and Damascus, according to senior clerics and politicians.

Answering a question posted on his website by one of his followers regarding the legitimacy of fighting in Syria, senior Iraq Shi'ite cleric Kadhim al-Haeari, who is based in Iran, described fighting in Syria as a "duty" to defend Islam.

Militants say that around 50 Iraqi Shi'ites fly to Damascus every week to fight, often alongside Assad's troops, or to protect the Sayyida Zeinab shrine on the outskirts of the capital, an especially sacred place for Shi'ites.

"I am following my Marjiiya. My spiritual leader has said fighting in Syria is a legitimate duty. I do not pay attention to what others say," said Ali, a former Mehdi army militant who was packing his bag to travel from Iraq to Syria.

"No one has the right to stop me. I am defending my religion, my Imam's daughter Sayyida Zeinab's shrine."

A high-ranking Shi'ite cleric who runs the office of one of the four top Marjiiya in Najaf said the protection of Shi'ite shrines in Syria was used as a pretext by Iran to galvanize Shi'ites into action.

    "SHI'ITE PROJECT"

In the 10 years since Saddam's fall, Iran's influence in Iraq has grown and it has sought to gain a foothold in Najaf in particular.

Senior Iranian clerics have opened offices in Najaf, as well as non-governmental organizations, charities and cultural institutions, most of which are funded directly by Marjiiya in Iran, or the Iranian Embassy in Baghdad, local officials said.

The Iranian flag flies over a two-storey building in an upscale neighborhood of Najaf, which houses the "Imam Khomeini Institution", named after the Islamic Republic's founder, Ayatollah Ruhollah Khomeini.

The Imam Khomeini Institution is one of many Iranian entities that have engaged in social activities in Iraq, focusing on young men, helping them get married, and paying regular stipends to widows, orphans and students of religion.

Some institutions also support young clerics and fund free trips for university students to visit Shi'ite shrines in Iran, including a formal visit to Khamenei's office in Tehran, Shi'ite politicians with knowledge of the activities say.

"We have a big project in Iraq aimed at spreading the principles of Velayet e-Faqih and the young are our target," a high-ranking Shi'ite leader who works under Khamenei's auspices said on condition of anonymity.

"We are not looking to establish an Islamic State in Iraq, but at least we want to create revolutionary entities that would be ready to fight to save the Shi'ite project".

Cook Without any Gas or Electricity: the Solar Cooker

A solar cooker uses the direct sunlight to heat, pasteurize and cook food and drink. These are ideal for low-income people, as they use barely no external energy or fuel, and are very cheap and simple low-tech devices.

Solar cookers can also slow down pollution or deforestation, as they have no emissions and use no firewood or other fuel.

    solar cooker

    How a solar cooker works

Solar cookers use some basic principles, such as:

    • Concentrating sunlight: direct sunlight is concentrated on a small cooking area, thus concentrating the energy and increasing the heat produced; this is done by a reflective surface.
    • Converting light to heat: light is absorbed by a black or low-reflective surface.
    • Trapping heat: covering the cooking area keeps the hot air inside; it may be possible to reach the same cooking temperatures in cold days, as well as in hot ones.
    • Greenhouse effect: a glass surface lets light pass through, but keeps radiation inside the area.

How to cook in a solar cooker

To reduce cooking time, it is important to cut food into smaller pieces than you would for regular cooking. Otherwise, cooking is done basically the same way as on a regular stove or oven. The solar cooker may be elevated on a brick, metal trivet, rock, or other heat sink and placed in direct sunlight.

    solar cooker

The cooker is turned towards the sun, and left there until the food is properly cooked. It is unnecessary to stir or turn the food over, because of even cooking and because if the cooker is opened, trapped heat can escape, thus slowing the cooking process. It is important to check if shadows from other buildings or plants are not blocking the sunlight. For longer cooking times, the cooker is turned to face the sun at its highest point during the time.

    The Cheney Dynasty Rises

The Bushes. The Clintons. Now, the Cheneys hope to be the new political dynasty on the block.

On Tuesday, Liz Cheney issued a statement saying she will run for the Senate seat from Wyoming in 2014. Her statement came just minutes after the man holding that seat, Republican Sen. Mike Enzi, announced he would seek a fourth term. The two will now likely meet in a GOP primary next year.

Earlier this month, The New York Times' Jonathan Martin reported that this move could be coming. As Martin reported, it's not that Enzi even has aparticularly bad relationship with the Cheneys: The senator refers to the former vice president as a "good friend." But Dick Cheney, who started out in politics in Wyoming, so far seems to be aggressively backing his daughter's campaign.

According to Martin, the former vice president has "relied heavily" on Liz Cheney since leaving the White House?including for help in writing his memoir. And in recent months, he has pumped up his daughter's potential candidacy with national Republican donors and has been more publically wading into Wyoming's political world.

Liz Cheney, according to Martin, is expected to paint Enzi as being too eager to compromise and not eager enough to push conservative causes. According to National Journal's vote rankings, Enzi was the eighth-most-conservative senator in 2012.

So far, Republicans aren't proving ready to flee Enzi for Cheney. That's as true for Republicans in Wyoming as it is nationally. Last week, Sen. Rand Paul called Enzi a "good conservative," telling Politico?that Enzi would have his not-insubstantial support. Paul also expressed some skepticism about Liz Cheney, saying he doesn't "know much about her or her politics."

As for Enzi? In a statement, he said that Liz Cheney had told him that if he ran, she wouldn't run: "I thought we were friends."

But Liz Cheney has not just been content to live in her father's shadow. Aside from serving in the Bush State Department and being otherwise active in Republican politics, she's been outspoken on politics, both as a commentator on Fox News and in her own right. In a March Wall Street Journalop-ed, she wrote that President Obama is "the most radical man to ever occupy the Oval Office" and that Republicans "are all that stands between this president's policies and a damaged and diminished America." In the same op-ed, she disparaged the idea that Republicans need to moderate their views, writing "we know that preventing this president from enacting devasating policies is not obstructionism. It is patriotism."

There is one issue that will be interesting to watch Liz Cheney's position. In 2009, her father voiced his support for same-sex marriage:

Well, I think that freedom means freedom for everyone. As many of you know, one of my daughters is gay, and it is something that, uh, we have lived with for a long time, in our family. I think people ought to be free to enter into any kind of union they wish. Any kind of arrangement they wish. The question of whether or not there ought to be a federal statute that governs this, I don't support. I do believe that historically the way marriage has been regulated is at the state level. It has always been a state issue, and I think that's the way it ought to be handled today, that is on a state-by-state basis. Different states will make different decisions. But I don't have any problem with that. I think people ought to get a shot at that.

That kind of position is relatively rare for a member of the Republican Party, especially in the Senate. However, it's also one that so far seems to be shared by Liz Cheney, who backed the idea that "freedom means freedom for everybody" and that the decision should be decided by the states in a 2009 MSNBC interview.

They may not be the Clintons, but the budding attempt at a Cheney dynasty will definitely be interesting to watch in the coming months.
